New PAT in SWE-134

The requirement SWE-134 - Safety-Critical Software Design Requirements has a new Process Asset Template - PAT-035 - Checklist for Safety-Critical or Mission-Critical Software. 

The new PAT is an expanded checklist for exploring the complexities of the Safety-Critical or Mission-Critical software. SWE-134 has 12 areas that need to be taken into account and the checklist covers these in detail.
