RevSWE Statement
A

2.3.1 The project shall ensure that when a COTS (Commercial Off the Shelf), GOTS (Government Off the Shelf), MOTS (Modified Off the Shelf), reused, or open source software component is to be acquired or used, the following conditions are satisfied:

  1. The requirements that are to be met by the software component are identified.
  2. The software component includes documentation to fulfill its intended purpose (e.g., usage instructions).
  3. Proprietary, usage, ownership, warranty, licensing rights, and transfer rights have been addressed.
  4. Future support for the software product is planned.
  5. The software component is verified and validated to the same level of confidence as would be required of the developed software component.
Difference between A and B

Removed open source requirement and created SWE-149; Clarified proprietary rights and usage rights need to be addressed; Addresses adequacy of plans to allow for future support; Added requirement f.

B

3.9.2 The project manager shall satisfy the following conditions when a Commercial Off the Shelf (COTS), Government Off the Shelf (GOTS), Modified Off the Shelf (MOTS), or reused software component is to be acquired or used:

a. The requirements to be met by the software component are identified.

b. The software component includes documentation to fulfill its intended purpose (e.g., usage instructions).

c. Proprietary rights, usage rights, ownership, warranty, licensing rights, and transfer rights have been addressed.

d. Future support for the software product is planned and adequate for project needs.

e. The software component is verified and validated to the same level required to accept a similar developed software component for its intended use.

f. The project has a plan to perform periodic assessments of vendor reported defects to ensure the defects do not impact the selected software components.

Difference between B and C

Added OSS - which merges SWE-149 into this requirement.

3.1.14 The project manager shall satisfy the following conditions when a Commercial Off the Shelf (COTS), Government Off the Shelf (GOTS), Modified Off the Shelf (MOTS), Open Source Software (OSS), or reused software component is acquired or used:

    1. The requirements to be met by the software component are identified.
    2. The software component includes documentation to fulfill its intended purpose (e.g., usage instructions).
    3. Proprietary rights, usage rights, ownership, warranty, licensing rights, and transfer rights have been addressed.
    4. Future support for the software product is planned and adequate for project needs.
    5. The software component is verified and validated to the same level required to accept a similar developed software component for its intended use.
    6. The project has a plan to perform periodic assessments of vendor reported defects to ensure the defects do not impact the selected software components.
